Sizing help, please (sewing question)

My cousin measures 23 inches from shoulder to hip. When the pouch is finished, what size should the rails be? I was told to make it 23/26 by another mom on TBW. Well, I did, and it's HUGE on ME, and I'm 24 inches from shoulder to hip. :shrug Anyone??? Oh, and the fabric is not stretchy. Thanks!

hmm, if you measure 24, could you just use one of yours as a pattern, and go from there, just make sure that it's an inch shorter on the finished project? :scratch I usually make the curved seam 4 inches longer than the rails, and that works. :shrug
