Chlorine maybe? You could test by leaving water to sit 24 hours (chlorine evaporates in that time) then heat it and use for a bath.

I would put my money on this. My ezcema is related to too dry of weather and/or too much washing (I get it mostly on my hands as an adult).

We use a shower filter to get rid of chlorine and when the filter needs changed it affects everyone's skin. Winter just sucks for eczema.
Sometimes stress is a trigger, too.
