That explains it if neighbor had the issue has no kids and works until 3 am.They are probably trying to sleep until at least noon. The people I read about were taken to court to be asked their kids not be allowed to play outside, in their own fenced in backyard during "normal school hours" and I think the judge complied to enforce the request. They were not loud noisy kids either according to the article

Now that I know about neighbors work schedule would def have them do dance parties or loud activities after lunchtime or in another space. Many libraries have craft or story or puppet times in mornings more for preschoolers but fun for older kids too
