Default Reinforcing potty skills

We took in a young dog who needed a home and have decided to keep her. She is the sweetest thing, but she needs some refining as far as behavior goes. The most difficult issue being housebreaking. She was obviously raised with a mom and foster family who reinforced keeping her area clean so that's an obvious plus. She has certain places she returns to that I have used no more marking spray to treat.

The issues seem to me to be nervous or excited wetting and marking which I'm hoping will improve as she adjusts, and her not having clear consistent signs we recognize. I've raised dogs before and when they needed to go they stood by the door and barked. This dog does not. I've been keeping her tethered to myself or someone else to prevent accidents and learn her signs, and she does not mess while on the leash inside. Off leash, she will look for a spot and do her business right in front of me in a matter of seconds if I'm not watching like a hawk. She's also disinclined to use the yard during bad weather and she's mixed with a toy breed some people choose to litter box train.

I'd appreciate any advice. This is the first dog I've owned I didn't house train myself, I was a teen when I first got my own dog.
