Question Dog behavior ?

Need help on understanding my dog. She's a 5 year old west highland terrier mix. We also have a corgi/shepherd mix that's the same age. I'm more of a cat person but also like dogs. Dogs tend to like me for whatever reason, I like rough housing with the corgi cause I love big dogs but the terrier is too prissy or more of a cat personality...she's just there. They're both indoor dogs. Both were from the same dog shelter.
The terrier loves being in the same room with me and just lays there. I will sometimes pet her but not that much. The few times I do give her more effection than usual she tends to decide she can pee anywhere she wants in the house...something she doesn't do normally. I rough house with our corgi but he never thinks of peeing in the house. She on the other hand thinks "oh yeah! Okay now I can pee on the carpet even though I was just outside for an hour!" I don't mean, pee as you're petting her. It's straight up, come in from being outside for a good while, come in and pee on the carpet. We have that pee scent remover liquid that we use for this situation. She doesn't pee on the same spot also.
The times she does this (it's only been twice) she's on lock down (crate training) till I know I can trust her again. What's going on with her?

Westies are well known for being difficult to house train, and or having 'accidents' triggered by random stuff. Ours (well, mils buy we live with her) is 6 and she's a pain in the butt with this.

No suggestions sorry. We just try to avoid known triggers (in our case my nephews deodorant :/)

I've had her 3 years now. I'm giving her more freedom lately again but the minute i see her wander off she goes back outside or in her crate cause i dont fully trust her. Our other dog recently peed on the floor but i don't fault him cause my 8 yo DD let him out of their area but failed to open the back door to let him outside so he slipped up. I totally trust him cause he gived definite signs he needs to go outside....she doesnt.
