I agree that the left hand side simplifies to cos(a)/cos(b), but that is obviously not equal to one for all a and b. I think you are right that there is likely a copy error somewhere.
ETA: One can see that it is almost elegant because cos(a+b) is cos(a)cos(b) - sin(a)sin(b). So the second term and the third term cancel each other out in the original expression. But you are left with cos(a)/cos(b)=1.
