I believe it's because of the fatty acids in soap. In very soft water the scum will be minimal. But unless you have an RO system there will be some minerals in your water and they'll react with the fatty acids.

If he wants to use bar soap, I'd hand him the magic eraser and thank him for taking over that job, that I'm glad to be done scrubbing showers.
