Teething Biscuits/cookies

Not sure if this belongs here or over on the Dessert forum, but I'm looking for a good recipe for teething biscuits. JJ LOVES the Gerber wheat biscuits (thank God he doesn't have gluten issues), but those things are EXPENSIVE. Anybody have suggestions?
