Wet dog odor

We just recently moved into a new house and the kitchen area where there is tile smells like wet dog. (Previous owners had 3 dogs.) I've cleaned it multiple times as well as had the tile professionally cleaned and sealed and it still smells, especially when it's damp or rains. Any ideas?

Ok could it be the sub floor? What if they laid flooring over where wet soggy doggy laid and never cleaned it?
