My garlic is flowering

Is that okay? It's just one of the stalks (I planted 6). The others are bending over and turning brown. It says to harvest in the fall, though. :scratch

Do you know if you have hardneck or softneck? Did it curl around and then set a flower? That would be hardneck, and typically you take those (the scapes) off so the bulb gets bigger. I haven't planted softnecks so I'm not familiar with their flowering habit.
