Ok, so I found a shrug that I want to knit, but I can't figure out how to get the pattern. Do I have to buy the book?

yup. have you used the "free" filter in your pattern searches?

Apparently I haven't tried that filter, I didn't even know it existed. I joined 3 or 4 days ago, so I'll probably be asking random questions while I figure it all out.

I would check your library, I am always amazed about how many knitting books my library has that way I get the pattern from a book for free!
