I think I will try to adapt this pattern to ready made felt, instead of felting wool which is what they recomend:

It looks like basically you get an outline of the persons foot and add one inch all the way around for the bottom. For the top I plan to try and cut mine in two halves, and then using lacing on the instep to make the fit a little closer.

Is this for children or adults? I've made felt shoes for my babies before.

both. the pattern has measurements for both I think. mine is for children.

I used cheap craft felt. You can also use fleece.
