Interfacing or something else?

I have a skirt with a tulip edge and the hem keeps rolling up. Ironing doesn't help. Any ideas?

I can't picture it. . . . What's a tulip edge look like? I've got a few ideas. Interfacing might be too complicated. . . .

I would describe it as a scalloped edge. The skirt is denim, made of panels, so the edge ends up being scalloped.

Ok. . . . Is it "faced" or just sewn on the edge? Hope that makes sense.
